U.S. Department of Commerce Finds Subsidies for Chemical from China

Estimated reading time: 5 minutes

On October 8, 2026, the U.S. Department of Commerce released a report. It says that companies in China are getting subsidies. These are for making and sending a chemical called N-Cyclohexylbenzothiazole-2-Sulfenamide (CBS) to the U.S.

What is CBS?

CBS is a special chemical. It is used in making rubber and tires. CBS is a powder or granule and is usually white or gray. It has special codes and numbers to identify it. But the new rule covers all kinds of CBS.

Time of Investigation

The investigation by the Department checked the time from January 1, 2025, to December 31, 2025. They looked into how the companies got money to help with making CBS.

What Did They Find?

The Department found that some Chinese companies got unfair help. This means the government in China might have given them money. This kind of help makes it hard for U.S. companies to compete fairly. Three companies did not help the Department as much as they could have. These companies are Shandong Derek New Materials Co., Ltd and Shandong Yanggu Huatai International Co., Ltd. There are other companies too that did not respond. These include Alchemy Trading Shanghai Limited and a few more. Because these companies did not help, the Department had to guess some things, using the best information it could find.

Critical Circumstances

The Department found there are “critical circumstances.” This means something had to change quickly. The Department believes that the subsidies should make a difference now.

Duties and Rates

The Department decided to put a cash deposit on future sales. This is like a tax on the CBS. This tax makes up for the unfair help the Chinese companies got. The main companies will have a high tax rate of 107.57%. Other companies that did not give full information will also have this same rate.

Future Steps

There will be more checks and comments for one month after this report. There is a deadline for final results, set for January 11, 2027. They might change this date.

Public Involvement

People or companies can send comments to the Department. They have to follow rules to send these comments. If someone wants to talk to the Department directly, they must send a request. The Department also tells the International Trade Commission (ITC) about this report. The ITC will decide if these imports harm U.S. companies.

This report is important because it helps make sure trade is fair. It protects companies in the U.S. from losing out because of unfair help to overseas businesses.
