U.S. Department of Commerce Finalizes Countervailing Duty Review on Turkish Welded Pipe

The U.S. Department of Commerce has concluded its review of countervailing duties on large diameter welded pipe from Türkiye. The review focused on the producer and exporter HDM Çelik Boru Sanayi Ve Ticaret A.S. This company received subsidies from the Turkish government that give it an unfair advantage in the U.S. market.

Timeframe of the Review

The review covers the period between January 1, 2024, and December 31, 2024. The final results of the review maintain that HDM Çelik received countervailable subsidies. The decision was finalized on October 6, 2026.

Subsidy Rate

The final results show that HDM Çelik received a total net subsidy rate of 3.34 percent. This rate includes an export subsidy rate of 0.61 percent.

Instructions to U.S. Customs

The Department of Commerce will direct U.S. Customs and Border Protection on how to handle countervailing duties. These instructions will be issued no less than 35 days after the publication of the final results.

Cash Deposit Rates

The cash deposit rate for HDM Çelik will be 3.34 percent. If the rate is less than 0.50 percent, known as de minimis, the cash deposit rate will be zero. If the producer and exporter have different rates, Customs will apply the higher rate. For all other producers and exporters from Türkiye, the cash deposit rate remains 3.72 percent.
