The U.S. Department of Commerce (Commerce) has finalized their review of antidumping duties on heavy walled rectangular welded carbon steel pipes and tubes from the Republic of Korea. The review covers the period of September 1, 2023, to August 31, 2024. Commerce has determined that these products were not sold at prices below their normal value during this time.

This review involved two main companies: HiSteel Co., Ltd. and Dong-A-Steel Co., Ltd. Additional information was provided by Kukje Steel Co., Ltd. Commerce found that both HiSteel and Dong-A-Steel had no dumping margins, meaning their margins were zero percent. As a result, Kukje Steel, which was not individually reviewed, also received a rate of zero percent.

For those not individually reviewed, Commerce used the same method as in previous cases. This means the rates for companies not selected for detailed review were calculated based on the zero margins of the reviewed companies, resulting in no dumping duties for these companies as well.

Commerce will direct U.S. Customs and Border Protection (CBP) on how to assess duties. Since HiSteel and Dong-A-Steel had zero dumping margins and reported the value of their U.S. sales, CBP will not charge any antidumping duties on these entries.

The report also mentions that Commerce extended deadlines during their review process. They initially extended the deadline by 53 days to September 9, 2026, and then extended it again by 7 days to September 16, 2026.

New cash deposit requirements will be in place following the review’s publication. The cash deposit rate for companies reviewed will be zero percent. For other companies, the rate will follow past review results or remain at the standard rate if there’s no current data.

Commerce highlights the responsibility of importers to file certificates concerning antidumping duty reimbursements properly. This ensures no issues with duties on future entries.

Overall, the review concluded with no evidence of dumping by the main companies reviewed, and as such, there will be no new antidumping duties applied to affected imports from Korea.
