U.S. Department of Commerce Initiates Review on Carbon Steel Pipes from Mexico
Estimated reading time: 3–5 minutes
The U.S. Department of Commerce has started an important review of heavy-walled rectangular welded carbon steel pipes and tubes from Mexico. This is officially known as a “Changed Circumstances Review” or CCR. The review involves Perfiles LM, S.A. de C.V. (PLM), which was earlier known as Perfiles y Herrajes LM, S.A. de C.V. (PyH).
On October 26, 2026, the Department of Commerce began this review to decide if PLM is the same as PyH. This is important for setting the right taxes that need to be paid when these steel products are sold in the U.S. This needs to be done according to certain rules in trade laws.
PLM told the Department that it changed its name back in July 2017. This change in name did not come with major shifts in how the company is run or how it does business.
In the beginning, the Department of Commerce wanted more information before starting the review. PLM answered all their questions in time. Now, after looking at this, the Department thinks that PLM is pretty much the same company as PyH in terms of how it operates.
The Department will use several factors to decide this, like checking if there has been any major change in management, who owns the company, where products are made, who supplies materials, and who buys these products. After a preliminary check, none of these factors seem to have changed much.
Interested parties can comment on these findings. They have to send responses by a set time after the notice publication. The Department will review all comments before making the final decision.
Overall, the Department of Commerce wants to make sure that the right rules and taxes are followed when these steel products are brought into the U.S. From what has been seen so far, it looks like PLM works similarly to how PyH did before the name change, so it will likely be treated the same.
This case shows how carefully the U.S. checks and manages trade, making sure that companies follow the rules. The result of this review will be finalized soon.
