Commerce Finds Italian Steel Blocks Priced Below Fair Value
Estimated reading time: 2–3 minutes
The U.S. Department of Commerce has announced the results of its 2024 review on the sale of forged steel fluid end blocks imported from Italy. The review found that certain Italian producers and exporters sold these steel blocks at prices less than their normal value. This means they sold the blocks for much lower prices in the U.S. compared to their usual costs.
The review, conducted by the International Trade Administration within the Department, covered the period from January 1, 2024, to December 31, 2024. The Department confirmed that companies like Lucchini Mamé Forge S.p.A., Lucchini Industries S.r.l., and Lucchini RS S.p.A. were involved. These companies have been assigned a dumping margin of 58.48 percent, which is based on adverse facts available.
This means the Department used special methods to determine prices because they did not provide necessary information. As a result, these companies will have to pay duties at these rates on their steel blocks imported to the U.S. from Italy.
These duties will be collected by the U.S. Customs and Border Protection. The cash deposit rate for future imports of these steel blocks will also be adjusted according to these final results.
The Commerce Department will issue assessment instructions to the Customs and Border Protection to enforce these duties. They anticipate sharing these instructions 35 days after this review’s publication.
For imports during the review period, where the producers were unaware the blocks were destined for the U.S., the Department will apply a 7.33 percent duty rate. This rate is used when neither the producer nor an exporter involved had a specific rate decided in this review.
These actions are part of the U.S. government’s ongoing efforts to protect domestic industries and ensure fair trade practices.
The final results of the administrative review have been published and are available through the Department of Commerce’s designated platforms.
