U.S. Department of Commerce: Final Results on Aluminum Foil from Oman
Estimated reading time: 3–5 minutes
The U.S. Department of Commerce has announced the final results of an administrative review concerning certain aluminum foil imported from the Sultanate of Oman. This review looked at sales made between November 1, 2023, and October 31, 2024. During this time, the Oman Aluminum Rolling Company SPC (OARC) was found to have sold aluminum foil in the United States at prices lower than normal value.
The final results were made public on November 5, 2026. It was determined that the weighted-average dumping margin for OARC was 0.76 percent. This means that OARC was selling its aluminum foil at 0.76 percent below the normal price.
The review process started with preliminary results published on May 6, 2026. There was a series of extensions to review deadlines due to the complexity of the issues. During this period, various parties submitted briefs advocating their positions. The Aluminum Association Trade Enforcement Working Group and its members, as well as OARC, participated actively by submitting their respective case and rebuttal briefs.
After careful consideration of all comments, there were some changes made from the preliminary findings to the final results. Specific changes in the review were based on feedback and additional analysis that was conducted.
The Department of Commerce has stated they will disclose the calculations made for these results within five days following any public announcement of the results, or five days after the notice is published in the Federal Register.
Regarding assessment rates, Customs and Border Protection (CBP) will assess duties on entries of merchandise in accordance with these final results. CBP instructions will be issued no earlier than 35 days after publication of the notice in the Federal Register.
For future imports, new cash deposit rates are set. These include a 0.76 percent rate for OARC. Other exporters will follow a different set of rules depending on their previous reviews or investigations.
This administrative review ensures that duties are correctly enforced, protecting fair competition in the U.S. market. Importers are also reminded to file necessary certificates regarding duties to avoid penalties.
This review serves as a reminder of the responsibilities importers and exporters have to comply with trade regulations. It also highlights Commerce’s ongoing commitment to addressing unfair trade practices.
