U.S. Department of Commerce Begins Reviews on Trade Duties
Estimated reading time: 4–5 minutes
Reviews and Dates
The U.S. Department of Commerce’s International Trade Administration has initiated reviews concerning antidumping and countervailing duty orders. These reviews are designed to assess various trade activities that have September anniversary dates. The new reviews officially started on November 5, 2026.
The reviews will focus on a range of products imported into the United States from countries like India, Israel, Mexico, Oman, South Korea, Türkiye, Vietnam, Spain, Taiwan, China, and Ukraine. The products under review include lined paper products, mattresses, brass rod, carbon steel pipes, and certain types of steel racks, among others.
Purpose of Reviews
These reviews assess whether foreign companies are selling their goods in the U.S. at less than fair value, hurting U.S. industries. They also look into whether these companies are receiving unfair subsidies from their governments.
Respondent Selection Process
For each product and country involved, the Commerce Department selects certain foreign producers or exporters to review. They choose these companies based on data from U.S. Customs and Border Protection or through questionnaires asking about sales and shipments.
Submission Deadlines
Companies that wish to be considered for separate rate status must submit the relevant applications or certifications. They must also respond to any questionnaires. There are strict deadlines for these submissions, with extensions provided only in exceptional cases.
Particular Market Situations
The reviews will also determine if a particular market situation exists for certain products. This could mean that normal costs do not reflect true market conditions, which might require adjustments in how antidumping duties are calculated.
Public Input
The Commerce Department requires each company in the review to provide specific information about their operations. This includes details on how independent they are from government control, especially for companies in non-market economies.
Outcomes
The reviews aim to ensure fair competition by setting appropriate duty rates for imported goods. Final results are expected by September 30, 2027.
This careful process is part of a broader effort to maintain a fair trading environment and protect U.S. industries from unfair international market practices.
