U.S. Department of Commerce Announces Preliminary Results in Antidumping Duty Review of Certain Steel Nails from China
Estimated reading time: 5–8 minutes
The U.S. Department of Commerce has released preliminary results concerning an ongoing administrative review of antidumping duties on certain steel nails from the People’s Republic of China. The review covers the period from August 1, 2024, to July 31, 2025.
The review identifies that Shanghai Yueda Nails Co., Ltd. and Shanghai Yueda Nails (Chuzhou) Ltd., collectively known as Yueda Nails, have sold nails from China at less than their normal value during this period. As a result, Yueda Nails is assigned a weighted-average dumping margin of 9.27 percent.
The document further explains that the review initially included several companies. However, the Commerce Department is rescinding the review concerning nine other companies because there were no entries of subject merchandise from these companies during the review period. These companies are:
- JISCO Corporation
- Nanjing Caiqing Hardware Co., Ltd.
- Nanjing Yuechang Hardwares Co., Ltd.
- Qingdao Jisco Co., Ltd.
- Shandong Qingyun Hongyi Hardware Co., Ltd.
- Shanxi Hairui Trade Co., Ltd.
- Tianjin Jinchi Metal Products Co., Ltd.
- Tianjin Jinghai County Hongli Industry & Business Co., Ltd.
- Xi’an Metals and Minerals Import & Export Co., Ltd.
The review and its results are part of the Commerce Department’s efforts to enforce fair trade practices by ensuring that the imported steel nails are not being sold at unfairly low prices in the United States.
For public involvement, the department welcomes interested parties to submit written comments or case briefs. These comments are to be submitted no later than 21 days after the announcement of the preliminary results. Additionally, the department will hold a hearing if requested, providing a platform for interested parties to discuss the issues raised in the review.
Finally, the review also clarified that for future shipments, the cash deposit rates for the companies reviewed will change based on the final findings of this review. For the companies not participating in the review, current cash deposit rates will remain the same.
These preliminary results underscore the U.S. government’s ongoing commitment to protecting domestic industries from unfair trade practices and ensuring a level playing field for all businesses.
