United States International Trade Commission Launches Reviews on Polyester Textured Yarn Imports

Estimated reading time: 4–6 minutes

On November 2, 2026, the United States International Trade Commission (USITC) announced it has started reviews to decide if removing the antidumping duty orders on polyester textured yarn from Indonesia, Malaysia, Thailand, and Vietnam would hurt the US industry.

These orders began on December 14, 2021, after the Department of Commerce decided these countries were selling the yarn in the US at unfairly low prices. The Commission’s job now is to check if lifting these duties would cause problems for US producers.

Responses needed: The Commission is asking for information from interested parties by December 2, 2026. Comments on whether these reviews are enough can be filed until January 12, 2027.

The Commission is looking at whether continuing these duties is still needed. They will follow rules laid out in the Tariff Act of 1930. Rules for submitting information can be found in 19 CFR part 201 and 19 CFR part 207.

Interested parties include U.S. yarn producers, foreign producers, and importers. People who want to be involved should file an entry of appearance within 21 days of this notice.

The Commission will decide whether a full or quick review is needed based on responses.

About polyester textured yarn: It’s a kind of yarn used in making textiles. The Commission will consider the effect of imports on U.S. producers, looking at production, sales, and prices.

Parties don’t need to file if they can’t give enough information. But they should explain why and try to provide similar details in another way.

The document outlines specific information needed from producers, importers, and exporters, such as production and sales data for 2025.

The Commission is also interested in any changes in supply and demand since the duty orders started. They are considering the impact of market changes, alternatives, and competition.

All submissions must follow the rules for filing, and current guidelines only accept electronic submissions. The deadline for all information is in December 2026, with further comments due in January 2027.

The investigation draws authority from Title VII of the Tariff Act of 1930. The USITC will issue more updates as the review progresses.
