Continuation of Duties on Non-Refillable Steel Cylinders from China

Estimated reading time: 2–3 minutes

On October 29, 2026, the U.S. Department of Commerce released an important update. They have decided to continue with the antidumping and countervailing duty orders on certain non-refillable steel cylinders from China. This decision was made because removing these orders might hurt the U.S. industry.

In May 2021, the U.S. started imposing duties on non-refillable steel cylinders from China. The reason was to prevent unfair competition due to lower prices and subsidies given by the Chinese government.

Earlier this year, in April 2026, a review of these orders began. Both the Department of Commerce and the U.S. International Trade Commission looked into the matter. They studied if lifting these duties would lead to unfair practices again. Their answer was yes. Without the orders, there might be more dumping, subsidies, and harm to U.S. businesses.

The orders cover specific types of steel cylinders. These cylinders are used in many places. They range in size and might be imported with or without valves. It’s important to note that seamless cylinders are not included in these orders.

For those importing these cylinders, there are rules. Importers will still need to pay duties when bringing them into the U.S. The orders officially continue from October 14, 2026. Periodic reviews will keep checking if these duties should remain.

Businesses that deal with these cylinders need to remain aware. It’s crucial to follow all the rules and ensure they are on top of any changes. The U.S. Department of Commerce and the International Trade Commission are focused on protecting local businesses from unfair practices.
