Commerce Department Finds Spanish Steel Wire Strand Sold Below Normal Value

Estimated reading time: 2–4 minutes

The U.S. Department of Commerce has made a decision regarding the sale of prestressed concrete steel wire strand from Spain. The focus was specifically on sales made by Global Special Steel Products S.A.U., also known as Trenzas y Cables de Acero PSC, S.L. The time period for the review of these sales was from June 1, 2024, to May 31, 2025.

The Department of Commerce concluded that the wire strand from Spain was sold at less than its normal value. This means the price at which it was sold was lower than expected. These findings were made as part of an administrative review. The review process included looking at sales numbers and comparing them to standard prices.

The results of the review showed that the dumping margin is 13.57 percent. This is the amount by which the prices were lower than normal. TYCSA, the company responsible for these sales, was found to have this specific margin.

There were discussions and decisions made about the case. TYCSA and some other companies discussed these results through case briefs and rebuttals. However, the Department of Commerce found no reason to change the previously calculated rates.

As a result of these findings, duties will be assessed on the subject merchandise. This means there will be additional costs for importing these products into the U.S. based on the final review results, with new rates applied starting from October 26, 2026.

All parties involved have responsibilities to ensure their practices align with these findings. They have to file certificates to confirm that no unlawful reimbursement of duties took place.

The release of this information marks the completion of the Department’s review process, and instructions for applying these duties have been issued accordingly.
