U.S. Department of Commerce Issues Final Results for Canadian Softwood Lumber Review
Estimated reading time: 2–4 minutes
The U.S. Department of Commerce (Commerce) has announced the final results of its review on antidumping duties for certain softwood lumber products imported from Canada. This review covered sales made between January 1, 2024, and December 31, 2024.
The review determined that some Canadian producers sold softwood lumber in the U.S. at prices lower than normal. As a result, certain companies will face penalties. These companies must pay duties, which are extra charges by the government when goods are sold for less than normal prices.
In this review, three major Canadian lumber companies were examined closely: Canfor, Resolute, and West Fraser. The investigation found that these companies did sell at unfairly low prices and will face specific duty rates. Canfor has a duty rate of 17.00%, West Fraser’s rate is 4.71%, and Resolute’s rate stands at 13.13%. Other companies that were not individually reviewed will have a combined average rate of 10.64%.
Commerce also announced a partial rescission of the review for some companies. This means that for 105 companies, the review will not continue. This decision comes because either no sales were made, or all review requests were withdrawn by the parties.
For companies no longer under review, Commerce will keep the current duty rate that was applied before the review started, ensuring duties are fairly assessed on past entries.
The department will inform the U.S. Customs and Border Protection (CBP), which is in charge of collecting these duties, about the assessment instructions within 41 days after the results are published. This step is crucial to ensure that duties are correctly applied to goods that entered the U.S. during the review period.
Commerce’s actions help protect U.S. businesses by ensuring that imported products are not sold at unfairly low prices. The final decision also affects future shipments, as companies will now know the duty rates to apply to their goods.
These results are based on data and comments gathered throughout the review process. All findings will guide future shipments and related duty collections to continue fostering fair trade practices.
