U.S. Government Finds Norwegian Company Selling Pulp Unfairly
Estimated reading time: 1–5 minutes
The U.S. Department of Commerce has released a final report. It says that high purity dissolving pulp from Norway is being sold in the U.S. at unfairly low prices. These prices are below what is considered fair value.
The investigation looked at sales from July 1, 2024, to June 30, 2025. The U.S. found that Borregaard AS, a Norwegian company, and other producers, sold the pulp for less than it costs to make.
Because of this, the U.S. will continue to hold and check any imported high purity dissolving pulp from Norway. This started from May 27, 2026. Importers will have to pay extra money, called a cash deposit, when they bring this pulp into the U.S. The rate for this deposit is 6.51%.
The U.S. International Trade Commission (ITC) now has 45 days to decide if these unfair sales have hurt pulp producers in the U.S. If the ITC finds there is no harm, the investigation will stop, and all extra charges will be canceled. But if there is harm, more steps will be taken to stop these sales.
The pulp involved here is special. It must be at least 90% pure and very bright. It is usually made from wood or plants that are treated with chemicals. This pulp can come in many forms, like liquids or sheets.
There are some types of pulp not included in this decision. This includes pulp with low thickness or made mostly from cotton fibers.
These rules and extra charges will stay in place until further notice. If you are a company or person affected, you have a responsibility to follow them.
This situation is part of how the U.S. makes sure that trade is fair, and all companies compete equally.
