Preliminary Results of Steel Nail Antidumping Review Announced by U.S. Department of Commerce

The U.S. Department of Commerce has announced new findings regarding the sale of certain steel nails from Malaysia. The findings are part of an administrative review related to antidumping duty. This review covers the period from July 1, 2024, to June 30, 2025.
The review finds that producers of steel nails in Malaysia sold these products in the United States at less than their normal value. This means they sold the nails at a very low price, which could harm U.S. businesses. This practice is often called ‘dumping.’
The Department of Commerce has decided to stop reviewing 40 of the companies because there were no entries of nails from them during the review period. This means these companies did not send steel nails to the United States between July 2024 and June 2025.
For the companies that are still under review, the Department of Commerce has calculated a dumping margin. This margin is a measure of how much lower the price was compared to the normal value. The margin determined is 2.01 percent.
Region International Co., Ltd. and Region System Sdn. Bhd., collectively known as “Region,” were the main focus of this review. The sales practices of these companies were closely examined. The review found that their dumping margin was 2.01 percent, which is not allowed.
The department plans to use this dumping margin to calculate duties for other companies not individually reviewed.
The International Trade Administration conducted the review through its Enforcement and Compliance office. Tyler Weinhold, part of the AD/CVD Operations at the department, can provide further information. He can be reached at (202) 482-1121.
Public comments are invited, and all interested parties can give their input. The department will review these comments before making a final decision.
The public will have access to a detailed report. This report will give more information on how decisions were made about dumping and the steps undertaken in this review.
Cash deposits for steel nails from Malaysia will be adjusted based on this review’s results. New rates will take effect when the final results are determined. These cash deposits ensure that appropriate duties are paid if the final decision confirms dumping practices.
The Department of Commerce is committed to fair trade practices and will continue to monitor and address any further issues that arise in the market.
