Preliminary Review of Antidumping Duties on Vietnamese Steel Pipes

Estimated reading time: 3-5 minutes

The U.S. Department of Commerce has released preliminary findings in a review of antidumping duties on welded stainless steel pressure pipes imported from Vietnam. During the period from July 1, 2024, to June 30, 2025, these products were sold in the United States at less than their normal value. This review examines the sales conducted by Vietnamese exporters to determine if they impacted fair trade.

The Department of Commerce’s International Trade Administration indicated that some Vietnamese imports were sold at prices lower than normal, suggesting unfair competitive practices. The investigation primarily aimed to ensure fair market conditions by examining specific companies involved in selling these products in the U.S.

The Department also announced a possible partial rescission of seven specific Vietnamese companies from the review. This decision is pending, based on available data indicating no significant shipments during the reviewed period. The companies under scrutiny include Sonha International and Vinasteel, among others.

The Department suggests that due to the lack of entries by certain companies during the period, there might not be a need for continued review of those specific entities. Such entries would typically be subject to antidumping tariffs to adjust prices to fair market levels.

The Vietnam-wide entity, an encompassing group if no specific company review is requested, is under investigation as well. It faces a preliminary rough average dumping margin of approximately 90.80 percent. This percentage reflects the differences discovered between the actual sales prices and the prices applied to U.S. markets.

Stakeholders, including companies and trade bodies, are invited to submit comments or requests for a public meeting to discuss these preliminary findings. The final results will be drawn after considering these inputs.

For future imports, cash deposits will be adjusted in line with findings. This measure is intended to ensure fair pricing and protect domestic markets from underpriced imports. These rules ensure that duties correspond to current trade conditions, encouraging fair competition.

The Department of Commerce requests importers to declare whether antidumping duties have been reimbursed. This notice emphasizes the need for transparency and adherence to trade laws.

The public is advised to stay informed of updates following this review as part of adherence to fair trade practices worldwide.
