U.S. Department of Commerce Finds PET Film Sales from Taiwan Below Normal Value
Estimated reading time: 2–4 minutes
The U.S. Department of Commerce has announced preliminary findings concerning the sale of polyethylene terephthalate (PET) film from Taiwan. This review was carried out by the International Trade Administration, a division of the Department of Commerce. It examined sales from July 1, 2024, to June 30, 2025.
Key Findings:
Nan Ya Plastics Corporation: The Department of Commerce determined that Nan Ya Plastics Corporation was selling PET film at less than normal value. Therefore, a weighted-average dumping margin of 3.95 percent has been preliminarily imposed on Nan Ya.
Shinkong Materials Technology Corporation (SMTC) / Shinkong Synthetic Fiber Corporation (SSFC): This entity did not have any reviewable entries of PET film during the period of review. Consequently, the agency plans to rescind this part of the review. The initial data from U.S. Customs and Border Protection supported this finding.
Next Steps:
The Department of Commerce is inviting comments from interested parties on these preliminary results. Any comments must be submitted seven calendar days after the notice’s publication.
Rebuttal comments are also welcome and should be filed within seven days after the comments’ submission.
Disclosure:
The Department plans to disclose its calculation methods to interested parties. This will occur within five days following the public announcement or the notice’s publication.
Assessment Rates:
If the preliminary results are finalized without changes, Nan Ya will face an antidumping duty rate of 3.95 percent.
For other producers/exporters not previously reviewed or investigated, the cash deposit rate will remain at 2.40 percent unless otherwise specified. These rates will apply to entries made on or after the publication date of the final results.
Public Comment and Hearing:
Interested parties may submit written comments or request a hearing. Any hearing requests must be submitted within 30 days of this notice’s publication. The hearing will focus on issues raised in written comments.
This careful examination and the prospect of duties aim to ensure fair trade practices between countries, maintaining the integrity of U.S. markets. All interested parties are advised to comply with the established timelines and procedures for comments and hearings.
