The Department of the Treasury’s Office of Foreign Assets Control (OFAC) has published a new general license, known as General License 60 (GL 60). This license is part of the Venezuela Sanctions Regulations. It allows certain actions related to earthquake relief efforts in Venezuela. These actions would normally be blocked by the regulations.

GL 60 was issued on June 25, 2026. It is available online on the OFAC’s website. This new license will expire at 12:01 a.m. eastern daylight time on October 23, 2026.

The new general license allows transactions connected to earthquake relief in Venezuela. U.S. financial organizations and money transmitters are included. They can process funds to or from Venezuela. This is allowed only for the transactions related to the earthquake relief.

However, GL 60 does not unblock any property currently blocked due to the Venezuela Sanctions Regulations. It also does not allow any other actions that are restricted by other Executive orders or any other part of the regulations.

People and businesses must still follow all other federal laws. They also need to meet other requirements set by different federal agencies.

For more info, the public can visit the OFAC’s website or contact the Assistant Director for Regulatory Affairs at 202-622-4855.
