CIT Court Appointed Counsel U.S. Court of International Trade

On September 12, 2025, lawyer Fan Zhang was appointed as Court-Appointed Counsel by the U.S. Court of International Trade (USCIT).
This appointment relates to the Court’s pro bono counsel program under 28 U.S.C. § 1581(d), which primarily covers judicial review of certain Trade Adjustment Assistance (TAA) determinations and other statutorily designated matters.
What This Appointment Signifies
Court appointments are a meaningful professional signal in U.S. federal practice because they emphasize:
- Federal court readiness and professionalism
- The ability to handle record-based judicial review and tightly framed administrative-law issues
- Court-recognized capacity to manage cases with strict procedural requirements and deadlines
Broader Cross-Border Practice
In addition to her USCIT appointment, lawyer Fan Zhang assists companies and founders with:
- Cross-border disputes (international litigation and arbitration)
- International contracts and risk allocation for cross-border transactions
- Overseas investment structures across multiple jurisdictions
For businesses navigating U.S.-connected disputes—or founders managing cross-border legal risk—working with counsel who understands U.S. federal procedure and multi-jurisdictional coordination can be decisive.
