New General License Supports Earthquake Relief in Venezuela

The Department of the Treasury’s Office of Foreign Assets Control (OFAC) has announced a new regulation. This regulation allows certain transactions for earthquake relief in Venezuela. It is called General License (GL) 60.
GL 60 was issued on June 25, 2026. It will expire on October 23, 2026. The license lets people do things that are normally not allowed because of the Venezuela Sanctions Regulations. These are rules that limit some types of business with Venezuela.
GL 60 specifically permits transactions related to earthquake help. This includes moving money for people from other countries to or from Venezuela. U.S. banks and money services can trust the sender of the money to follow the rules as long as they do not know that the money transfer breaks these rules.
However, GL 60 does not allow everything. It does not let people unblock any property held due to the Venezuela Sanctions Regulations. Also, it does not permit activities that are banned by other laws or rules.
This regulation is part of OFAC’s efforts to support critical humanitarian activities in Venezuela, focusing on those affected by earthquakes.
