Department of Treasury’s OFAC Issues General License Under Belarus Sanctions

The Department of the Treasury’s Office of Foreign Assets Control (OFAC) has issued a new general license under the Belarus Sanctions Regulations. This general license, known as General License No. 14 (GL 14), allows certain transactions that were previously prohibited. GL 14 was made publicly available on the OFAC’s website on March 26, 2026.

The issuance of GL 14 permits transactions involving several key entities. These include the Belarussian Bank of Development and Reconstruction Belinvestbank Joint Stock Company, Limited Liability Company Belinvest-Engineering, and CJSC Belbizneslizing. Additionally, any entity where these organizations own 50 percent or more interest is included.

However, GL 14 does not unfreeze any property that remains blocked according to the regulations in 31 CFR chapter V. It also does not authorize transactions involving property of individuals or organizations that are blocked under these sanctions, other than those specifically mentioned in the general license.
