Lawyer Fan Zhang Delivers Keynote atChengdu’s "Panda Cloud Lounge" Legal Outreach for Overseas Chinese
On December 15, 2022, the “Panda Cloud Lounge — Rongqiao An Overseas Legal Outreach” event was successfully held across Chengdu, Turkey, and the United Arab Emirates, adopting a hybrid online and offline format.
The event was jointly hosted by the United Front Work Department of the CPC Chengdu Municipal Committee and the Chengdu Bureau of Justice, and co-organized by the Chengdu Center for Foreign-related Commercial and Legal Services, the Sichuan-Chongqing Chamber of Commerce in the UAE, and the Chinese Association in Izmir, Turkey. It received official support and guidance from the Chinese Embassy in Turkey.
Over 80 representatives from municipal departments, overseas Chinese organizations, the legal community, and Chinese expatriates in Turkey and the UAE participated in the session, which focused on strengthening legal support and services for Chinese nationals living abroad.
Lawyer Fan Zhang, Deputy Director of the Business Development Committee at JINGSH Chengdu, was specially invited to deliver a keynote address. Her presentation, titled “Eight Key Considerations in International Trade and Overseas Investment”, offered overseas Chinese participants a practical guide to:
- Conducting legal due diligence in international transactions;
- Managing compliance risks in cross-border business;
- Resolving overseas disputes effectively;
- Protecting investments through proactive legal strategies.
With her extensive expertise in international trade law, cross-border dispute resolution, and outbound investment compliance, Lawyer Fan Zhang emphasized the need for early legal planning and risk control in today’s increasingly complex global environment.
The “Panda Cloud Lounge” is part of Chengdu’s broader initiative to develop a Remote Legal Assistance Platform for Overseas Chinese, aiming to provide:
- Real-time updates on entry-exit and immigration policies;
- Overseas administrative and consular services;
- Legal education programs and public outreach initiatives.
During the event, Chengdu also officially launched nine customized Huichao Legal Service Packages, including:
- Family and business law services for private entrepreneurs;
- Salary and tax compliance support;
- Integrated M&A legal solutions.
These services are designed to enhance the sense of security, legal awareness, and rights protection for overseas Chinese around the world.
