Lawyer Fan Zhang Speaks at "Smart Chengdu · Future for Overseas Chinese" and "Panda Cloud Lounge" Thematic Event
On October 15, 2024, the “Smart Chengdu · Future for Overseas Chinese” and “Panda Cloud Lounge” Thematic Event was successfully held at Chengdu Sci-Tech Innovation Eco-Island.
Hosted by the United Front Work Department of the CPC Chengdu Municipal Committee, the Chengdu Bureau of Economy and Information Technology, the Chengdu Bureau of Justice, and the Chengdu Socialist Academy, and organized by the Party-Mass Work Department of Sichuan Tianfu New Area, the event brought together more than 50 distinguished guests, including representatives of overseas Chinese enterprises, overseas Chinese business associations, and participants from the 2024 training program for overseas Chinese youth leaders.
Lawyer Fan Zhang, Director of the Foreign Legal Affairs Department at JINGSH Chengdu, and Director Fu Qinggang, were honored to be invited to participate in this important event.
In his opening address, Zhong Yi, Deputy Head of the United Front Work Department and Director of the Chengdu Overseas Chinese Affairs Office, highlighted Chengdu’s efforts to deepen reforms, enhance its economic capacity, and create a first-class international business environment.
He introduced the “Rongqiao An” platform for investment promotion and emphasized the critical role of the “Panda Cloud Lounge” legal service platform, which has launched multiple legal service products and organized a series of outreach activities to support overseas Chinese.
A new initiative—the establishment of the “Panda Cloud Lounge Overseas Chinese Legal Information Corner”—was officially launched at the event, aiming to provide more accessible and specialized legal services to the overseas Chinese community.
As a keynote speaker, Lawyer Fan Zhang delivered a presentation titled “Key Points of Overseas Chinese Law and International Trade Compliance”.
She first explained the Law of the People’s Republic of China on the Protection of the Rights and Interests of Returned Overseas Chinese and Their Relatives, providing in-depth insights into:
- Identification of returned overseas Chinese and their relatives;
- Protection of property rights;
- Education, employment, and social security rights;
- Economic and investment activities protections.
Following this, Fan Zhang shifted focus to the field of international trade, illustrating the complex dynamics and uncertainties through real-world cases, including China-EU subsidy disputes involving electric vehicles and the WTO dairy trade disputes.
She emphasized the importance for enterprises to:
- Remain vigilant against legal risks in cross-border trade;
- Prioritize tax and foreign exchange compliance;
- Understand the risks associated with re-export trade, overseas investment, capital repatriation, and nominee shareholding structures.
Her insights provided practical guidance and actionable strategies for enterprises engaged in international commerce, helping them avoid serious legal and reputational pitfalls.
