Content: Pursuant to the Privacy Act of 1974 and Office of Management and Budget (OMB) Circular No. A-108, notice is hereby given that the Executive Office for Immigration Review (EOIR), a component within the United States Department of Justice (DOJ or Department), proposes to develop a new system of records notice titled "Fraud and Abuse Prevention Program Records," and numbered JUSTICE/EOIR-006. This system of records assists the EOIR Fraud and Abuse Prevention Program (Fraud Program) in receiving, tracking, and managing complaints of suspected immigration fraud, abuse, and unauthorized practice of immigration law, and in referring complaints to Federal, state, and local law enforcement and disciplinary authorities when appropriate. Fraud Program records were previously included within a different system of records, JUSTICE/EOIR-001. See 69 FR 16179 (May 11, 2004). However, JUSTICE/EOIR-001 was recently modified and now only partially covers Fraud Program records. See JUSTICE/EOIR-001, Adjudication and Appeal Records of the Office of the Chief Immigration Judge and Board of Immigration Appeals, 90 FR 42265 (Aug. 29, 2025). Accordingly, EOIR proposes to establish a new system of records encompassing all Fraud Program records.
