Fan Zhang has been appointed Executive Captain of the Foreign-Related Legal Services Volunteer Team of the High-Tech Zone Lawyers Working Committee, Chengdu Lawyers Association — the 94-lawyer volunteer body that supports the zone’s six cross-border legal service centers. The appointment was announced at the team’s first plenary meeting on October 21, 2026 at the Chengdu High-Tech Zone Foreign-Related Public Legal Services Center, where she presented the team’s organizational structure and division of work to more than 50 of its members.

As executive captain, Fan Zhang coordinates the team’s six professional groups day to day; each group is led by a group head and paired with one of the zone’s six service centers. Members serve pro bono, giving enterprises and individuals a free first point of contact for cross-border legal questions. The first plenary meeting was attended by the team’s captain, leaders of the working committee, and officials of the zone’s Political and Legal Affairs Commission.
Six Professional Groups, Six Service Centers
Each group has a defined remit, and each remit maps onto a service center through which the zone delivers cross-border legal support — structure that turns individual goodwill into organized capacity.
Foreign-Related Public Legal Services
Front-line advice and assistance for enterprises and individuals facing cross-border legal questions.
International Commercial Dispute Resolution
Mediation and arbitration support for cross-border commercial disputes involving zone enterprises.
Legal Services Exchange
Working links between the zone’s legal community and outside bodies — arbitral institutions, chambers of commerce, and counterpart organizations.
Foreign-Related Talent Training
Training that builds practical cross-border capability among local practitioners.
Foreign-Related Brand Incubation
Support for zone enterprises expanding overseas — brand, trademark, and market-entry compliance.
Foreign-Related Rule-of-Law Research
Research on regulatory developments and comparative practice, fed back into service delivery.
From Structure to Service Delivery
The remaining agenda items moved quickly. Group heads introduced themselves and their work plans, members exchanged views, and the working committee and the zone’s Political and Legal Affairs Commission set the overall direction: matching services to what enterprises actually need, coordinating across the six centers.
Volunteer legal services create value not through goodwill alone but through structure — clear divisions, named leads, and a follow-up loop that closes each inquiry with an answer.
